Climate-proofing the agriculture, energy and transport sectors would help avoid billions of euros in losses from the accelerating extreme weather events related to climate change. At the same time, it would increase Europe’s competitiveness, according to a briefing published today by the European Environment Agency (EEA).
The three economic sectors are highly vulnerable to climate change, shows the EEA briefing “Making agriculture, energy and transport climate resilient: how much money is required and what will it deliver?”.
As Europe is the fastest-warming continent, the effects of climate change are already here with accelerating extreme weather events such as floods, droughts, heatwaves and wildfires costing Europe EUR 40-50 billion per year.
The investments required range between EUR 53bn and 137bn annually by 2050 and a further EUR 59-173bn annually by 2100 depending on whether the temperature will rise by 1.5°C to 2°C, or by 3°C compared to pre-industrial temperatures. Current committed funding levels are estimated at just EUR 15-16bn per year for these sectors. The funding comes mostly from the public sector, at EU, national and regional level.
To put things into perspective, the EU experienced annual economic losses of around EUR 40-50 bn per year between 2021 and 2024 due to extreme weather events, totalling EUR 822 bn over the period 1980–2024. The costs are increasing, the years between 2021 and 2024 accounting for the biggest annual losses. As those figures account for direct losses only, the sum of total costs will be higher.
Investing in climate adaptation delivers benefits beyond just avoiding losses from extreme events: adapting to rising coastal flood risks in the EU would deliver EUR 6 for every euro invested, according to a study by the Joint Research Centre of the European Commission.
Another study, on a global level, by the World Resources Institute, concluded that every US dollar invested in adaptation may bring over USD 10.50 in benefits over a 10-year period and yield average returns of 27% per project.

Since 2013, Infomaniak has been cooling its data centers with filtered outdoor air, without resorting to air conditioning. Regularly rewarded for their exemplary energy efficiency, our other data centers nevertheless waste their heat by releasing it into the atmosphere. This new generation of data centers goes one step further and addresses several major challenges in the cloud industry:
Today, the PUE[1], which measures the energy efficiency of data centers, is no longer sufficient in the face of the climate emergency. We also need to take ERE[2] into account, which evaluates the energy actually consumed compared to the energy reused, as well as the ERF[3], which measures the proportion of the data center’s total energy that is reused for other purposes, such as district heating.

This data center of Infomaniak uses twice the total electricity it consumes: once to store data and make calculations, and again to heat homes thanks to its connection to a district heating network ⚡️
Since 2 p.m. on 11 November 2024, all the electricity consumed by this new data center has been reinjected as heat into the district heating network of the Canton of Geneva in Switzerland. This project marks a key step in the energy transition of a fast-growing sector by transforming an energy-intensive plant into an active player in energy recovery.
Currently operating at 25% of its potential capacity, Infomaniak’s data center will gradually increase its output to reach full capacity by 2028, guaranteeing a sustainable contribution to society for at least 20 years. At full capacity, the new data center will house some 10,000 servers in an underground area measuring 1,800 m2. It will provide the heating network with 1.7 MW, equivalent to the energy needed to heat 6,000 Minergie-A households per year or to allow 20,000 people to take a 5-minute shower every day.
Geneva will avoid having to burn 3,600 tCO2e of natural gas per year or the equivalent of 5,500 tCO2e of pellets per year while at the same time eliminating the need for 211 lorries per year transporting 13 tonnes of material and the microparticles associated with pellet transport and combustion.
Unlike other projects that only recover a fraction of their heat, Infomaniak reuses 100% of the energy consumed.
The essential components for the data center are manufactured in Europe (Trane heat pumps, ABB inverters, Ebmpapst fans, etc.). Here, Siemens switchboards, made in Germany.
This data center strengthens Europe’s technological sovereignty and creates value for many local companies by relying on equipment manufactured exclusively in Europe, with the exception of security cameras. The local economy will also benefit directly from the impact of this project.
This model works, demonstrating to the cloud industry and policy-makers that it is possible to use the energy from data centers twice. It also shows that digital technology should no longer be seen as an end consumer of electricity, but as a driver of energy transition.
The data center has been documented by UNIL, IMD and EPFL as part of the e4s.center programme to demonstrate its energy efficiency in real time and make it easier to reproduce. This work is freely available at d4project.org and incorporates:

The Western Green Energy Hub (WGEH), planned in Western Australia, will be among the largest green energy projects on the planet. Spread over 15,000 km² of land, this megaproject will include 25 million solar panels and 3,000 wind turbines, designed to produce green hydrogen on an unprecedented scale. With the growing global demand for sustainable energy, GHG has the potential to transform energy markets and stimulate regional economies. The project is being developed by InterContinental Energy, CWR Global and Morning Green Energy, with the ambition to generate 50 GW of combined wind and solar power. This energy will be converted into 3.5 million tons of green hydrogen annually – a fuel that could replace fossil fuels in shipping, steelmaking and other industries, EcoNews reports.
The facility will be larger than existing renewable energy projects. The electricity generated will be used to produce green hydrogen, which does not emit greenhouse gases. The project also includes innovative hydrogen and ammonia storage facilities, ensuring efficiency and scalability. In this way, WGEN will support the transition to clean energy sources and establish Australia as a key global exporter of green hydrogen.
WGEN aims to collaborate with the indigenous population in the area where the innovation hub is located. The Miring Traditional Lands Corporation owns 10% of the project, ensuring that local communities will benefit economically. In addition, the project will create thousands of jobs and provide long-term economic opportunities for the region, as it promises to preserve cultural heritage.
The first production from the WGEN is expected to begin in 2025, with full capacity to be reached by 2032. The project will set new standards for renewable energy, challenging industries and governments to accelerate decarbonization. WGEN is not just an energy project, but a vision for a future in which clean energy drives the global economy, without compromising the environment.

Europe, Japan and the US lead in power network patents, with China emerging as a strong player in smart grids
New patents to integrate artificial intelligence into power grids have grown sixfold in recent years, with the United States and China leading the way in AI for smart grid development, according to a new study by the European Patent Office (EPO) and the International Energy Agency (IEA).
The report, Patents for Enhanced Electricity Grids, shows how patents for electricity grid technologies have surged over the past two decades as advances in digital integration and the rollout of clean energy sources are driving innovation across the energy sector. Software innovations boosted smart features in physical grid patents by 50% between 2010 and 2022, with supply-demand forecasting tools and electric vehicle charging representing the two largest areas of growth in this category.
Innovation in electricity infrastructure is one of the fastest growing technology fields in the world today. To illustrate the scale of growth, the report pinpoints the period between 2009-2013 when innovation in electricity grids grew by 30% a year, seven times faster than the average for all other technology fields. The report uses global patent data to map innovation in both physical and smart grid technologies from 2001 to 2022, based on international patent families (IPFs)[1]. It shows momentum gradually stabilising, but new applications remain at a consistently high level in most major regions.
“As emphasised in Mario Draghi’s recent report, to secure its economic competitiveness, Europe must take the lead in new clean technologies and accelerate the energy transition away from fossil fuels,” said EPO President, António Campinos. “Significant progress has already been made, highlighting the urgency of investing in smarter, more flexible electricity networks to balance growing power demand with variable energy sources. This study offers a unique view of patenting trends, serving as a map for our transition to a new energy system.”
“Inadequate electricity grids are a barrier to economic activity and energy access while also making deployment of clean energy technologies more costly and complex,” said IEA Executive Director Fatih Birol. “This study shows that innovators are responding to the need for more competitive and flexible grid technologies, an issue that is too often overlooked. The data show encouraging growth in innovations to expand and maintain critical network infrastructure. This growth is now led by China, raising the competitive stakes for other regions. We will continue to help governments spur innovation for secure and sustainable energy transitions.”
Europe and Japan at the forefront, China races ahead
The EU and Japan lead in grid innovation, each region accounting for 22% of all grid-related patents from 2011 to 2022, with the US at 20%. Within Europe, Germany (11%), Switzerland (5%), France (4%), the UK (2%) and Italy (1%) are the top countries of origin of grid patents. Meanwhile, China has emerged as the fastest-growing region for grid-related patents. Its share rose from 7% in 2013 to 25% in 2022, overtaking the EU in 2022 to become the top patenting region in this field for the first time.
Role of grid-tech startups
The study finds that universities, research institutes and smaller companies also play a significant role in electricity grid innovation. Most grid-technology startups are based in Europe and the US; 37% of them have applied for a patent, which is significantly higher than the 6% average for European startups and suggests strong potential for attracting venture capital.

In a powerful address at one of Europe’s largest agricultural and food policy forums, Commissioner Christophe Hansen shared his personal and professional commitment to shaping the future of European agriculture. Drawing on his roots as a farmer from northern Luxembourg, Hansen highlighted how his upbringing and experiences drive his resolve to create policies that empower farmers, support rural communities, and secure the EU’s food supply for generations to come.
Speaking to a diverse audience of farmers, industry leaders, NGOs, consumers, and policymakers, Hansen emphasized the need for a collaborative, inclusive approach to agricultural policy. “For me,” he said, “there is no better way to start my second week than here with you at the biggest event for agriculture and food in Europe.”

Despite these obstacles, Hansen expressed deep admiration for the resilience of European farmers, calling for a united effort to capitalize on opportunities while addressing these pressing issues.

Commissioner Hansen recognized that European agriculture is deeply interconnected with global trade. He highlighted the sector’s 2023 export success, valued at €230 billion, which created a €70 billion trade surplus. However, he emphasized the importance of reciprocity in trade, advocating for regulations that ensure imported goods meet the EU’s high environmental and ethical standards.
Hansen cited the EU’s deforestation regulation and restrictions on pesticide-treated imports as key examples of ensuring fairness while maintaining the EU’s competitive edge.
Acknowledging that farmers are both victims of and vital players in combating climate change, Hansen stressed the importance of incentivizing sustainable practices. “We need to develop tools to adapt and deploy innovation on the ground,” he said, rejecting top-down mandates in favor of tailored solutions.
He praised the EU’s Common Agricultural Policy (CAP) for its contributions to stability and food security over the past 60 years but stressed the need for reforms that balance predictability and flexibility. The CAP, he argued, must continue evolving to meet modern challenges while preserving its foundational strengths.
To guide these efforts, Hansen announced the establishment of the European Board on Agriculture and Food, inviting recognized organizations to join this platform for dialogue and collaboration. He expressed his determination to foster constructive exchanges among all stakeholders to shape policies that reflect shared values and aspirations.
Closing his speech, Hansen spoke with heartfelt optimism about the future of European agriculture: “I want to create a better environment for our children and the next generation. This can only be achieved if all actors work together. We want to deliver healthy food, a healthy environment, and a sustainable livelihood for the next generation of farmers.”
When we talk about deserts, we certainly first think of the Sahara. Yes, this is the largest desert on our planet, but it turns out that our continent also has a desert, although a little different from most.
Iceland is an island country in the northern part of the Atlantic Ocean. It is famous for both the northern lights and its numerous volcanoes. And, it turns out, it is there that the largest and most active desert in Europe is located.
Over 44 thousand sq. km. of sandy deserts with active processes taking place in them. They are composed not of sand like that in the Sahara, but of black, which is of basaltic origin, with large impurities of volcanic glass. This sand, which covers the vast surfaces, comes from glacial-river deposits and volcanic eruptions, but also from the collapse of sedimentary rocks.
This large area of Iceland, which today has a desert character, was forested centuries ago. The country has long been experiencing a process that the UN calls “desertification.” It is the transformation of areas with lush vegetation into sandy landscapes due to climate change. And the organization believes that this is “among the greatest environmental challenges of our time.”
So, today’s desert areas were birch forests when the Vikings settled on the island. Over the years, the landscape has continued to deteriorate due to improper land management, and today only 2% of Iceland’s territory is covered in forests. Policies are now being implemented to double this percentage by 2050.
Meanwhile, the desert areas of the island country, covered in black sand, affect the climate of the entire continent. We often hear about winds that carry Saharan sand from thousands of kilometers away. But it is not uncommon for them to also carry Icelandic sand. Evidence of its presence has even been found in samples taken in Serbia, Euronews writes.
Dust storms, with this “high-latitude dust”, reach different parts of continental Europe. And it turns out that they have an effect on the climate because they are dark and absorb sunlight, which leads to warming of the earth’s surface and air. And when this black sand forms a layer, even just a centimeter thick, on glaciers, it leads to their melting. In addition, it is a serious air pollutant, which also plays the role of a cause of climate change, especially in regions with glaciers. Under the melted ice blocks there is an “unlimited source of dust”, which makes the warming processes really difficult to control. And we all see the results of them.

The 2023 wildfire season ranks among the EU’s worst in over two decades, fuelled by climate change. Fires devastated vast areas, threatening ecosystems and lives. As fire risks rise, Europe must prevent and prepare for intensifying wildfire seasons.
The latest JRC report on Forest Fires in Europe, Middle East and North Africa 2023 shows that last year was one of the worst five years for wildfires in EMEA since 2000. Wildfires affected over 500 000 hectares of natural lands, roughly half the size of the island of Cyprus.
In recent years, catastrophic wildfires have been common in the European Union and neighbouring countries. 2023 was no exception: the region experienced wildfires that were impossible to bring under control by traditional firefighting means – the so-called ‘megafires’ – including a fire near the city of Alexandroupolis in the Greek region of East Macedonia and Thrace. This was the largest single wildfire recorded in the EU since the European Forest Fire Information System (EFFIS) started tracking them in 2000.
This year was also critical in terms of damage to human lives and assets: at least 41 deaths were reported due to wildfires.
The unprecedented wildfires sweeping Europe over the last four years show the undeniable effects of climate change on wildfire regimes. Climate change is not only increasing the size of the areas affected by wildfires, but also making individual fires more intense, prolonging the fire season beyond the traditional summer period, and causing fires to happen in areas that were not usually affected by them.
The high frequency and intensity of wildfires during prolonged fire seasons pose a new challenge to firefighting services across Europe and globally, as aerial firefighting becomes more arduous, and ground operations become more difficult or even impossible.
As summer has ended, we can also make a preliminary assessment of the 2024 wildfire season in the EU. Until mid-September, the area burnt by fires in the EU was below the average of the last two decades. This is mainly due to the intermittent rainfall that affected much of the EU territory throughout spring and summer.
In September, multiple wildfires broke out simultaneously in Portugal. This brought the 2024 wildfire damage above the EU average of the last decades. Regardless, 2024 can be considered a less severe wildfire season as it marks a downturn in damage after three consecutive years of devastating fires.
The European Commission and the EU Member States are improving their prevention, preparedness and firefighting capabilities, which might have contributed to containing damage across the EU this year.
To tackle wildfires in Europe and globally, it is necessary to minimise the number of wildfire ignitions and manage the landscape in vulnerable regions to prevent the accumulation of high-risk fuel types and their spatial continuity.
Roughly 96% of wildfires in the EU are caused by human actions, meaning that education and awareness-raising campaigns are an essential part of the solution. As the climate crisis worsens, it is crucial that Europe’s population prepares for more frequent and intense wildfires. Prevention measures must target all sectors of the population, including rural communities in direct contact with natural areas, as well as the particularly vulnerable population that lives in the ‘wildland urban interface’.
The European Forest Fire Information System (EFFIS) is a network of 43 countries that exchange harmonised information on forest fires and assess their effects in Europe. It is also a platform for exchange of good practices on fire prevention, firefighting, restoration, and other fire management activities.
Since 2015, EFFIS is one of the components of the Emergency Management Services of Copernicus, the EU Earth observation programme which provides information on the planet and its environment from both satellite monitoring and in situ data.
